Luis joined the Public Policy Center in 2008 as a Graduate Research Assistant. He received his B.A. in Linguistics at the University of California-Santa Barbara in 2000, a M.A in Psychology at Pepperdine Univsersity in 2006, and a M.A. in Clinical Psychology at the University of Nebraska-Lincoln in 2008.

Luis is currently assisting the PPC with the Children's Mental health State Infrastructure Grant, aimed at integrating and improving child and adolescent mental health services in the State of Nebraska.
