Sharing Electronic Health Records: The Views of Nebraskans

The overarching goal of this project is to engage Nebraskans about privacy and security issues surrounding electronic health information. The project will simultaneously achieve three specific outcomes: It will 1) engage a sample of Nebraska residents about important legal and policy issues surrounding electronic sharing of health information through a survey and deliberative discussion; 2) increase knowledge and understanding of these issues aamong this sub-sample of residents; and 3) provide state policymakers and stakeholders with perspectives from residents about these important issues.

As a part of this project, on November 17th, 2008, invited participants engaged in a deliberation about electronic health record sharing. This forum was moderated by Bill Kelly from NET Television and Lt. Governor Rick Sheehy, pictured at the left, gave the opening remarks. The evening began with a short presentation followed by small group discussions. Participants then had a question and answer session with a panel of experts. Surveys were administered at the beginning and the end of the deliberation in order to measure attitude changes.
