Privatization Process Evaluation
The Public Policy Center evaluated the privatization of behavioral health services that took place during 2013 – 2014 in Nebraska’s Region V System service area. The Community Mental Health Center, operated by the Lancaster County Board of Commissioners (Board), was one of the key providers of behavioral health services within the network of Region V provider organizations. In June 2011, the Board made a decision to transition the administration, management, and delivery of behavioral health services (except for the Crisis Center) to the private and/or public service sector. The evaluation process included surveys and focus groups of clients, surveys of former and current staff, interviews with key stakeholders, and documentary review.
